Is the city government really this greedy? Or is there something so horrible about idling that it requires outlandish fines?

That depends entirely on where they put the signs.
While a graduate student at the University of Minnesota, the campus buses would all line up outside our building–5 or 6 of them at a time–they would sit there idling for 10-15 minutes, waiting to pull out together. Our problem was the intake vent of the building’s heating and cooling system was right by the buses.
Inside the building, we always could tell what time of day it was by how strong the bus fumes were.
If they put these signs right next to air intakes for buildings, I don’t have a heck of a lot of problem with it. If they just put them randomly anywhere they want, problem.
The government employee with the stopwatch in the bush collects $666.66 per minute. Satanic. 🙂
They’re running a $9.2 billion deficit. They have to increase revenue SOMEHOW!
