		<description><![CDATA[There&#039;s a fairly simple restraint that could be implemented on tax increases at all levels. A political party or candidate would have no automatic mandate to increase current taxes or implement new ones. Any proposed tax increases not specified on their pre-election agenda could be automatically postponed until confirmed by a new election which has exactly the same rules.
 
It would probably be rather popular with tax-payers, and hence have a good chance of passing...
