		<description><![CDATA[Increasing costs are a common practice by our Congress.  During the Bush administration, every budget he submitted to Congress (8) was increased by a substantial amount before they approved them.  Congress added to every single budget submitted during the Bush administration.  The media, of course, blamed all the spending on Bush, although a President cannot spend any money without Congressional approal.  All of the money spent by any agency of our government is provided by Congress.]]></description>
